The Board of Control for Cricket in India (BCCI) is the body responsible for governing all cricket matches played in India. Up until 2008, the BCCI was at sea in a sea of red competition. It had monopolistic power and operated in a lucrative industry and was also the wealthiest sports body in India. As such, the BCCI was not in a position to modify or improve the way it ran its business. Many organizations in this kind of position have a focus on what it is they are comfortable doing. Content with the status quo and equipped to be ahead of their competitors, they don't think about the need to invent until it's too already too late.

The BCCI focused on increasing the number of cricket games instead of creating value for fans of cricket. The league was set up more for the sake of the players than for spectators and did not garner a large amount of interest.

It's not surprising that Indians were more interested in international cricket matches that were played by the national team rather than domestic championships. To top it all off the BCCI was not managed professionally and for the good of the game , the revenue from the sport was never channelled down to upgrade infrastructure or aid local cricketers. Therefore, there was a chance to open up a wide gap between two groups of strategic importance such as national teams and local teams.
